DRAFT Minutes of the monthly meeting held on Thursday, 22 February 2024 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

No questions were received in advance.
District and County Councillors’ Reports
Cllr N Sear noted having sent her monthly report to all. The road outside Forman’s is expected to be fixed tomorrow and Saturday and further down Rotten Row is expected to done in June. Pavements from Station Road to the Church are also scheduled for repair. At long last, the speed signage outside of the school will be updated.
Cllr Hesketh noted his Motion to ELDC regarding the National Grid proposals was rejected without explanation. He attended the National Grid presentation and had his Community Partnership interview earlier that day.
Item 02/24-01 Chair’s Welcome
The Chair opened the meeting at 19:33 and welcomed three parishioners to the hall.
Item 02/24-02 Apologies and acceptance of absence
None. County Cllr D McNally sent apologies via Cllr N Sear..
Item 02/24-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None.
Item 02/24-04 To Resolve as Minutes the record of the Monthly meeting on 18 February 2024
The minutes were RESOLVED and signed.
Item 02/24-05 Chair’s Report
The Chair noted the meeting requested with Cllr McNally was proposed for 2nd March and that she, along with the Vice Chair, had attended the Mablethorpe Mayor’s Civic Service on 18th February.
Item 02/24-06 Clerk’s Report
The Clerk noted she attended the National Grid webinar, along with Councillor Beet, and that the costs noted at that time were £4 billion above ground, £9 billion undersea, and £13 billion underground. She confirmed the Parish Council had been registered as relevant representatives for the Viking CCS planning application. She reminded all that you did not have to be registered as a relevant representative to get the e-mail alerts. She noted receiving communication from the South Holderness clerk regarding the now withdrawn NWS siting proposal. She received communication from Victoria Atkins office regarding a flood forum on the 1st of March as well as a schedule of webinars from SELCAN, this information will be shared on the Facebook page and posted on the notice boards. She reminded Councillors of the uniqueness of the Annual Parish meeting, which is set for 25th April.
Item 02/23-07 Parish Councillors’ Reports and Matters Arising
i) To consider a bi-monthly meeting schedule for 2024/25: this consideration was LOST and 2024/25 will proceed with the usual 10 meeting schedule, with a possibility to cancel a meeting if there is no business to transact.
ii) To consider potential D-Day Remembrance event: RESOLVED to have the PC purchase a Remembrance Lantern for the village at a cost of £50.
iii) To consider invitations for speakers for the Annual Parish Council meeting on 25.04: the Clerk advised that the Rook Foundation, National Grid, and Viking CCS had already been approached. The PC requested that the following also be asked: Lincs Police, Mablethorpe Flex Generation, Victoria Atkins MP, and Natural England. The Clerk will organise communications accordingly.
iv) To consider applying to the Rook Foundation for funding of fixed speed signage: Cllr Aldrich noted our current equipment was dead. The PC RESOLVED to apply to the Rook Foundation to apply for funding for one each Fixed and Mobile speed signage and associated fixings.
v) To receive an update on a defibrillator for St Helen’s parish: Cllr White noted having received 2 of 3 quotes and that grant options were being reviewed. The question of code or no code to access the units were discussed.
vi) To receive an update on maintenance items within the village: Cllr Crookes noted the older village benches are repairable and has organised a programme of refurbishment. Costs associated are noted in item 8 (iii). He further commented that the St Helens noticeboard would be moved to the Triangle as soon as weather permits.
vii) To receive an update on Community Asset and Neighbourhood Plan paperwork: the Clerk read aloud draft verbiage, which was agreed by the PC. Thus, the CA application will be submitted forthwith to ELDC. The Clerk noted that the Neighbourhood Plan would be drafted shortly.
Item 02/24-08 Financial Matters
i) Noted the updated accounts for 2023/24, including contractual payments.
ii) To consider consolidating the NS&I account into the Lloyds Savings account. This was RESOLVED and the Clerk will organise the forms.
iii) Payments RESOLVED:
(1) LALC basic subscription £252.42 (no VAT) will be paid on/after 1 April
(2) Reimbursement to Cllr Crookes for bench repairs £71.40 (VAT £11.90)
Item 02/24-09 Planning Matters
Noted the refusal of application N/180/02247/23.
Item 02/24-10 Highways / Footpaths / Lighting Matters
Cllr Goodley noted the Footpaths WG was back to walking and that she was gathering supporting information for the applications to recognise public rights of way. Interestingly, she noted a lost PRoW straight across the former Gas Terminal site. (The meeting was closed at 20:22 to allow input from the District and Council Councillors on this matter.) Cllr Hesketh believes there is a good case to reinstate this lost RoW; Cllr N Sear noted she would be meeting with the LCC Highways contact in March. (The meeting was reopened at 20:25.)
Item 02/24-11 Parish on-going issues
i) Gas Terminal Future Use: Cllr Barker attended the last CP updated meeting and noted an EA 10-year study on sea defences is to be undertaken and that CP meetings would be open to the public from March- location is to be announced. He reiterated the flood forum upcoming and that Viking had been working on the TGT site for 4 weeks from 8th February. There is a CCS Preliminary meeting via webinar on 26th March. He finished by advising there was discussion ongoing for Mablethorpe Flex Generation to purchase a portion of the site; if this is successful then the Viking CCS would have to use their Option 2 mapping for their scheme to go ahead.
