THEDDLETHORPE PARISH COUNCIL 
 
Minutes of the extra ordinary meeting held on Monday 19 August 2024 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints. 
 
In the Chair: Cllr K Simpson
Parish Councillors present: Cllrs R Aldrich, B Swift, M Crookes, S Goodley, A Beet, and D Sear.
 
Also, present Parish Clerk: Mrs S Bristow
 
 
Item 08EO/24-01   Chair’s Welcome 
The Chair opened the meeting at 19:05.
 
Item 08EO/24-02  Apologies and acceptance of absence
Apologies were accepted from Cllrs N Barker, A Spink, and L White.
 
Item 08EO/24-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None
 
Item 08EO/24-04 To consider a Planning Application: N/180/01161/24 Planning Permission - Conversion, extensions and alterations of existing barn to provide 1no. dwelling. NORTH END FARM, NORTH END, MABLETHORPE, LN12 1QF
The Council RESOLVED to support this application.
 
Item 08EO/24-05 To resolve the Council’s representation and response to: EN020036 - Grimsby to Walpole Project – EIA Scoping and Consultation & Regulation 11 Notification  
Having earlier resolved to oppose this development, the Council RESOLVED that the EIA should include:
• Survey of expected impact/effect on wildlife 
• Survey of expected impact/effect on the water table
• Survey of expected impact/effect on climate change
• Survey of expected impact/effect on flooding risks
• Survey of expected impact/effect on low altitude aviation (especially as we rely on the air ambulance in this area)
• Expected net carbon footprint of the project
• Electromagnetic compatibility, particularly Radiated emissions (with particular emphasis near primary schools)
• Archaeological study of the planned route
• Economic viability of the project on its own merit; why is this section coming on-shore when the remainder is offshore?
 
 
 
Item 08EO/24-06 To resolve the Council’s representation and response to Lincolnshire County Council’s Minerals and Waste Local Plan
The Council RESOVLED to have comments collated via an email document to allow additional time for members to interrogate the draft Plan. The Clerk will send a template accordingly. 
 
Item 08EO/24-07 To resolve the Council’s representation and response to: EN0210003 - Eastern Green Link 3 and Eastern Green Link 4 - EIA Scoping Notification and Consultation
Having not rendered an opinion previously on this proposal, the Council RESOLVED that the EIA should include:
• Survey of expected impact/effect on wildlife (this project will intrude on the dunes and the King’s Coronation Coast)
• Survey of expected impact/effect on the water table
• Survey of expected impact/effect on climate change
• Survey of expected impact/effect on flooding risks
• Expected net carbon footprint of the project
• Electromagnetic compatibility, particularly Radiated emissions (with particular emphasis near primary schools)
• Archaeological study of the planned route
• Economic viability of the project on its own merit; particularly as the proposal assumes the Grimsby to Walpole pylons will be approved, what is the status of the EGL3 and EGL4 if the pylons do not go ahead as proposed?
