District and County Councillors’ Reports

ELDC Cllr Hesketh noted Local Government (LGR) was on hold and ELDC elections will be held as normal in May 2027, along with Parish/Town Council elections. He is putting forward a motion to scrap the current proposal, particularly as it does not outline how to manage LCC’s debt. He is also putting forward a motion to support printing car registrations on packaging for take away food in the area to support ending littering from vehicles. He noted upcoming Planning Law changes that will affect District Councillor’s ability to “call in” committee consideration of an application and that virtually all planning decisions will now be taken by officers. He noted giving the Village Hall Committee a grant to tidy up the Hall’s exterior and also a grant to the Resident’s Association for beach hut hire in 2027. Finally, he noted the Conker Championship will be held this year at the Great Carlton Social Club on 1st November. All are welcome.

LCC Cllr B Robinson updated Council on the pathway to the Defib at Brickyard Lane had been quoted at a very high price and he was looking at less expensive options- it is likely that Council will be asked to pay for the materials and LCC will provide the labour free of charge. He noted LGR and that the earliest investment was now expected in 2029 and that LCC had paid £2 Million thus far for their efforts towards LGR. The Harpsbridge Valve Drainage issue is being chased by LCC Cllr D Brookes with the Lindsey March Drainage Board. The A1031 between North Coates and Marshchapel is now being resurfaced with road closures in the week, but open at weekends. The A1031 from the A1104 junction to Rotten Row will be repaired, under a road closure, on the weekend of 30th October. Members enquired about poor workmanship of recent road repairs, including some where it appeared work was completed in such a way as to allow ingress and repeat repairs. Cllr Robinson noted that only a portion of the works are quality checked and that if anyone sees work that is substandard to report it on Fix My Street. The limited budget of LCC for roadworks is also not helping.

Item 09/26-01   Chair’s Welcome

The Chair opened the meeting at 19:31

Item 09/26-02 Apologies and acceptance of absence

RESOLVED to accept the apologies from Cllr D Sear. Apologies were noted from LCC Cllr R Robinson.

Item 09/26-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011

Item 09/26-04 To Resolve as Minutes the record of the meetings held on 16 July 2026

The minutes were RESOLVED and signed.

Item 09/26-05 Chair’s Report

Cllr Barker remarked that it was great to see the Tour of Britain and the level of local support for the race. He thanked East Midlands Ambulance Service and the Clerk for the Defib training and CPR refresher earlier in the month. Finally, he reminded all to continue using Fix My Street to report any repairs needed in the village.

Item 09/26-06 Clerk’s Report

The Clerk asked that all Councillors check their Council emails at least weekly- there had been several instances of full mailboxes and very delayed replies of late. If any member needs support to make their email more accessible or to learn how to clear unwanted messages, please just let her know. Unfortunately, she continued that a member of the public, who resides in a former clerk’s residence, contacted her the previous day about HMRC correspondence received. The Clerk notified the members that the correspondence was relating to unpaid PAYE/NI from 2015 and 2016. She will begin an investigation and the Council agreed that findings would be reviewed at an Extraordinary meeting on 08 October 2026 from 18:30. Lastly, the Clerk noted correspondence received from LCC and she asked the Rook Charity Trustees present to please reply directly to LCC so that the Council is no longer being chased for information they do not hold.

Clerk to complete application and submit; decisions are expected in November.

vi) To consider the recommendations of the Staffing Committee with regards to the Clerk’s annual appraisal and NJC pay rise for 2026-27: the Council heard from Cllr Spink, Chairman of the Staffing Committee, and that the committee RESOLVED within its remit to raise the Clerk from SCP15 to SCP17 and to approve the associated pay increase. Item 09/26-09 Planning Matters:

None received in time for this agenda. A planning application received earlier today will be discussed at the Extraordinary meeting on 08 October.

Item 09/26-10 Highways / Footpaths / Lighting Matters

The DMMO submitted for the footpath around the former Gas Terminal is being discussed for prioritisation and we should hear an update in a few months. Cllr Goodley noted fly tipped green waste on a footpath and will report it on Fix My Street.

Item 09/26-11 Parish on-going issues

a) Gas Terminal Update: Concerns were raised about individuals on motorbikes and wearing balaclavas hanging around the Terminal entrance. A member of the public had recently been accosted by this group. A member voiced a concern about this being a County Lines drug running issue. Additionally, these individuals are riding erratically in the village and bringing danger to residents. It was suggested that concerned people call the police or crimestoppers, and that any dashcam or doorbell video footage would be helpful. Cllr Barker noted the flytipped trailer and rubbish had been reported earlier.

Item 09/26-12 To confirm the date of the next Parish Council Meeting as 22 October 2026: Confirmed for the next ordinary meeting, although an Extraordinary meeting will be held on 08 October 2026 (at 18:30) as noted earlier in the minutes.

The meeting was adjourned at 20:36.
