DRAFT Minutes of the monthly meeting held on Thursday, 26 February 2026 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints. 
 
In the Chair: Cllr N Barker
Parish Councillors present: Cllrs R Aldrich, B Swift, M Crookes, A Beet, K Simpson, L White, S Goodley, and J Bowers.
Parish Clerk/RFO: Mrs S Bristow
 
Public Forum 
The public asked, specifically of the Rook Charity Trustees, when their AGM will be held and when can the villagers expect the Speed Cameras to be repaired. The Trustees note these items are proposed for discussion at an upcoming meeting, but the date has not been set.
 
District and County Councillors’ Reports 
None
 
Item 02/26-01   Chair’s Welcome 
The Chair opened the meeting at 19:34 and welcomed one member of the public to the meeting.
 
Item 02/26-02 Apologies and acceptance of absence
Apologies with valid reasons were RESOLVED as accepted for Cllrs Sear and Spink. Apologies were noted from both LCC and ELDC members.
 
Item 02/26-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None
 
Item 02/26-04 To Resolve as Minutes the record of the monthly meeting held on 15 January 2026
The minutes were RESOLVED and signed.
 
Item 02/26-05 Chair’s Report
None
 
Item 02/26-06 Clerk’s Report
The Clerk reminded all Councillors to ensure they have undertaken the appropriate training before our LALC subscription expires on 31.03.2026. She also asked for suggestions on speakers for the 9th April Annual Parish Meeting. Suggested by Council were Natural England, Lincs Police, Linces Fire & Rescue, and East Mids Ambulance Service.
 
 
 
Item 02/26-07 Parish Councillors’ Reports and Matters Arising
i) To consider draft meeting dates for the 2026/27 civic year: RESOLVED as presented. Prudence will be used in the future when the agenda is lacking substantive items as to whether the meeting should proceed or not.
 
Item 02/26-08 Financial Matters
i) To resolve payments as noted on the Accounts Feb 26 sheet: RESOLVED
 
Item 02/26-09 Planning Matters: None.
 
Item 02/26-10 Highways / Footpaths / Lighting Matters
A few items were noted: the Clerk received a reply from LCC Highways regarding the proposed defib footpath at Brickyard and Sea Lanes on 19.02; both LCC members have been contacted again for support as the response was not helpful and took over a month to be made. It was noted the dead tree at the Kent Avenue bus shelter was removed earlier today, 26.02.
 
Item 02/26-11 Parish on-going issues
a) Gas Terminal Update: Cllr White noted an illegal car meet had been held, and reported to police. The Clerk advised that National Gas have been made aware and she is expecting them to update her on security arrangements.
 
Item 02/26-12 To confirm the date of the next Parish Council Meeting as 26 March 2026: Confirmed
