THEDDLETHORPE PARISH COUNCIL 
 
Minutes of the monthly meeting held on Thursday, 15 January 2026 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Parish Councillors present: Cllrs R Aldrich, B Swift, M Crookes, D Sear, L White, S Goodley, and J Bowers.
Parish Clerk/RFO: Mrs S Bristow
 
Public Forum 
No questions were raised by the public. 
 
District and County Councillors’ Reports 
County Councillor B Robinson noted that he is trying to get the DMMO we have prioritised given the various NISP proposals, he will chase that up. He mentioned the dead tree at the Kent Ave/A1031 bus shelter is scheduled to be cut down yet this month, and that the A1031 from Marshchapel to Tetney will be resurfaced within the coming financial year. Cllr R Robinson added that this resurfacing had not been in the budget but they were able to shift funds from other locations. Furthermore, he noted that LCC Budget info would be available from 3rd February.
 
Item 01/26-01   Chair’s Welcome 
The Chair opened the meeting at 19:34 and welcomed one member of the public to the meeting.
 
Item 01/26-02 Apologies and acceptance of absence
Apologies with valid reasons were RESOLVED as accepted for Cllrs Simpson and Spink. Cllr Beet was absent without apologies; ELDC Cllr Hesketh was also absent.
 
Item 01/26-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None
 
Item 01/26-04 To Resolve as Minutes the record of the monthly meeting held on 04 December 2025
The minutes were RESOLVED and signed.
 
Item 01/26-05 Chair’s Report
The Chair gave a brief verbal report reminding all to continue using Fix My Street to report local road failures.
 
Item 01/26-06 Clerk’s Report
The Clerk reminded all Councillors to ensure they have undertaken the appropriate training before our LALC subscription expires on 31.03.2026.
 
Item 01/26-07 Parish Councillors’ Reports and Matters Arising
i) To nominate a Councillor to fill the Chairman’s place on the Personnel Committee: RESOLVED as Cllr Simpson who expressed interest via email.
ii) To consider a response to the Lincolnshire County Council tax proposal: after discussion, the Council decided to let individuals provide their feedback instead of providing a corporate response.
iii) To consider Internal Auditor options for the current and two future financial years: RESOLVED to contract with LALC for this service at £225 for the current and following financial year (2026/27).
iv) To receive an update from the Diocese regarding St Helen’s Church and to consider concerns raised: The Clerk read the Archdeacon’s response which advised the process of formally closing the St Helen church building has begun. It was confirmed that public liability insurance is maintained on the building, alleviating concerns raised. The Diocese will not take any financial responsibility until after the building has closed. Therefore, the Council RESOLVED to allocate £600 to R Aldrich Gardening Services (our current landscape contractor) to support the clearing of bramble and other overgrowth; Cllr Aldrich abstained from the vote. It was decided to seek support from the community in order to upkeep the clearance beyond that point.
 
Item 01/26-08 Financial Matters
i) To finalise Precept demand for the 2026/27 financial year: RESOLVED as £9504.00.
ii) To resolve payments as noted on the Accounts Jan 26 sheet: RESOLVED
 
Item 01/26-09 Planning Matters: None.
 
Item 01/26-10 Highways / Footpaths / Lighting Matters
A few items were noted: the Clerk will chase LCC regarding the pathway around the Village   Green bus shelter, Cllr Crookes is checking to see if the solar lighting isn’t receiving suitable charge or do we have a problem with individuals switching the lighting off for some reason. Cllr Goodley will report the state of Mill Road on Fix my Street and advised the LCC councillors that the signage at Kent Ave/Stain Lane needed cleaning. 
 
Item 01/26-11 Parish on-going issues
a) Gas Terminal Update: Cllr Barker noted the decommissioning appears to have concluded as the portacabin was removed earlier today; an astonishing amount of concrete was removed during the process. No additional information was available.
