DRAFT Minutes of the monthly meeting held on Thursday, 21 May 2026 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Parish Councillors present: Cllrs R Aldrich, B Swift, M Crookes, A Beet, K Simpson, L White, S Goodley, and J Bowers.

Public Forum
No public questions were raised.
District and County Councillors’ Reports
ELDC Cllr Hesketh commented on the Land 2100 presentation, specifically on the sea defence concerns stopping development on the coast, harming property values and managed migration. He will continue to encourage ELDC to use existing guidelines for planning and not yield to the proposed changes.
Item 05/26-01 Chair’s Welcome
The Chair opened the meeting at 19:42 and welcomed four members of the public to the meeting.
Item 05/26-02 Apologies and acceptance of absence
None; Apologies were noted from both LCC Cllrs R and B Robinson.
Item 05/26-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None
Item 05/26-04 To Resolve as Minutes the record of the monthly meeting held on 26 February 2026
The minutes were RESOLVED and signed.
Item 05/26-05 Chair’s Report
Cllr Barker noted the 30mph speedlimit was being signed along the A1031 in St Helen’s earlier that day. He also remarked on the Mablethorpe Mayoral civic service he attended with Mrs Barker.
Item 05/26-06 Clerk’s Report
The Clerk noted she would be abroad from 29 May through 23 June but would remain accessible via electronic means.
Item 05/26-07 Parish Councillors’ Reports and Matters Arising
i) To resolve applying to Lincs County Council to fund £1300 in bus shelter repairs (retroactive funding- works were completed June 2025 and funding received Mar 26): RESOLVED
ii) To resolve policies: Health & Safety, Employee disciplinary actions and Employee grievance process: RESOLVED with Cllr Spink’s editorial updates.
iii) To consider a £160 budget for summer planting in the village: RESOLVED, Cllr Aldrich will be reimbursed on production of a receipt.
iv) To discuss organising of Community Speedwatch dates: Cllr Aldrich will organise locally and alongside Cllr B Robinson.
Item 05/26-08 Financial Matters
i) To note updated bank balances and transactions for Council accounts: Community (Current) Account £12405.78, Savings Account £2715.14, 95 Day Notice Account £15694.85
ii) To resolve payments as noted on the Accounts March-May 2026 sheets: RESOLVED
iii) To receive the Internal Auditor’s report: Received via email to all council members; the Clerk noted the four rectifications were already corrected or would be prior to month end. The previous year was a financial anomaly so it was decided there is no need for the Clerk to be issued a debit card for purchases.
iv) To receive and resolve the 2025/26 AGAR statements: RESOLVED; the Exercise of Public Rights will take place from 03.06.26 though 14.07.26 and notices will be posted accordingly.
Item 05/26-09 Planning Matters: None.
Item 05/26-10 Highways / Footpaths / Lighting Matters
Cllr Swift noted that, in addition to the 30mph zone being signed that day, the Rotten Row segment was due to be signed before end of the month. The Clerk asked the Rook Trustees to have their speed signs updated accordingly.
Item 05/26-11 Parish on-going issues
a) Gas Terminal Update: Cllr Barker remarked on Project Union, an upgrade to the National Transmission systems that will take place locally to support potential hydrogen transport.
Item 06/26-12 To confirm the date of the next Parish Council Meeting as 18 June 2026: It was RESOLVED to cancel the June meeting; the next ordinary meeting will be held on 16 July 2026.
