DRAFT Minutes of the monthly meeting held on Thursday, 16 July 2026 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Public Forum
A member enquired on behalf of the public regarding continuing complaints about National Power Grid. Residents are advised to escalate their complaints to the Energy Ombudsman online. Note there is specific criteria that must be documented prior to raising a dispute, please enquire with the Clerk for more information.

LCC Councillor’s reports were emailed to members in advance of the meeting.
Item 07/26-01 Chair’s Welcome
The Chair opened the meeting at 19:31
Item 07/26-02 Apologies and acceptance of absence
RESOLVED to accept the apologies from Cllrs Beet, Simpson, and White; Apologies were noted from both LCC Cllrs R and B Robinson. ELDC Cllr Hesketh was also absent.
Item 07/26-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None
Item 07/26-04 To Resolve as Minutes the record of the meetings held on 21 May 2026
The minutes were RESOLVED and signed, including an amendment to add Cllr Sear’s name to the Ordinary minutes.
Item 07/26-05 Chair’s Report
Cllr Barker reminded all to be patient with farm equipment as the harvest approaches. He also expressed the Council’s condolences to the Foreman family on the untimely passing of Sally.
Item 07/26-06 Clerk’s Report
The Clerk gave an update on Local Government Reorganisation, as the Central Government decision was rendered earlier today.
Item 07/26-07 Parish Councillors’ Reports and Matters Arising
i) To consider obtaining quotes to restring the Livery Collar: RESOLVED to fund up to £50 for the Clerk to refurbish wooden box for future storage, and to obtain quotes to restring the collar appropriately.
ii) To discuss a response to the Lincolnshire County Council’s Minerals & Waste local plan: RESOLVED to render no response.
Item 07/26-08 Financial Matters
i) To note updated bank balances and transactions for Council accounts: Community (Current) Account £11017.43, Savings Account £2717.34, 95 Day Notice Account £15757.08
ii) To resolve payments as noted on the Accounts June-August 2026 sheets: RESOLVED
iii) To receive the External Auditor’s acknowledgement of Exemption (emailed 27.05): Acknowledged as received and the Clerk explained the significance of the certificate.
iv) To resolve to move £556 from the Current Account to the Instant Savings account, earmarked for Defibrillator maintenance and to move £1300 from the Current Account to the Notice Account, earmarked for bus shelter maintenance: RESOLVED.
Item 07/26-09 Planning Matters: None.
Item 07/26-10 Highways / Footpaths / Lighting Matters
The Clerk will enquire with the LCC Councillors on the status of the 30mph signage on Rotten Row as it was expected to happen in late May. Additionally, she will ask them about the prioritisation of the Council’s DMMO 866. It was further noted that a TRO was received for a two month period, covering a number of locations both in and outside of Theddlethorpe; clarity has been sought before the information is disseminated to residents. Residents are reminded to use Fix My Street to report issues.
