THEDDLETHORPE PARISH COUNCIL 

 

DRAFT Minutes of the monthly meeting held on Thursday, 23 October 2025 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints. 

 

In the Chair: Cllr N Barker

Parish Councillors present: Cllrs R Aldrich, B Swift, A Spink, M Crookes, D Sear, A Beet, K Simpson, S Goodley, L White and J Bowers.

Parish Clerk/RFO: Mrs S Bristow

 

Public Forum 

The Council were asked about liability regarding the Christmas Tree given questions about the electricity supply. The Clerk noted the Council are liable for issues on the Tree and that this is considered in our Risk Register. The lack of an electrical safety certificate will be investigated as a matter of urgency. The Clerk noted that the Risk Register will be updated to reflect recent asset purchases as well.

 

District and County Councillors’ Reports 

County Councillor B Robinson noted attending the recent Crime Prevention meeting in Saltfleetby and shared info about how video doorbells were deterring crime. He noted having a contact the public could use to have their property visited and assessed for how secure it is. The Clerk asked him to pass on that contact detail so it can be shared accordingly. Cllr Swift notes also attending the meeting where it was remarked that Neighbourhood Watch was pretty much defunct. Cllr Robinson noted visiting the Lincolnshire Laboratory where they are testing new road surfaces and that he attended the “Great Exhibition” which highlighted Lincolnshire as a destination for business and investment.

 

Item 10/25-01   Chair’s Welcome 

The Chair opened the meeting at 19:52 and welcomed one member of the public to the hall.

 

Item 10/25-02 Apologies and acceptance of absence

None, Apologies from Cllrs Hesketh were noted.

 

Item 10/25-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011

None

 

Item 10/25-04 To Resolve as Minutes the record of the monthly meeting held on 25 September 2025

The minutes were RESOLVED and signed.

 

Item 10/25-05 Chair’s Report

The Chair gave a verbal report noting the recent defibrillator installation and that two poppy displays were being placed in the village; one on the Village Green and the other at the Station/Mill Road junction.

 

Item 10/25-06 Clerk’s Report

The Clerk gave an oral report covering recent training and her appointment as an ad hoc Internal Auditor for LALC. 

 

Item 10/25-07 Parish Councillors’ Reports and Matters Arising

i) To consider purchasing Christmas trees for the village and school: RESOLVED with expenditure NTE £600; Cllr Aldrich to manage the process.

ii) To consider purchasing a dusk to dawn timer for the Village Green Christmas tree: RESOLVED to purchase this timer and an RCD at a total cost NTE £50; Cllr Aldrich to manage.

iii) To consider purchasing solar lighting for the bus shelters: It was RESOLVED to purchase a two-light set-up as a trial at a cost NTE £30; Clerk to manage.

iv) To review and adopt a formal IT policy in line with Assertion 10 of future AGARs: RESOLVED to adopt. The Clerk will get the document finalised and uploaded.

v) To discuss Northern Powergrid’s Vulnerable Customer register and using it in the village: the Clerk’s suggested leaflet will be posted on noticeboards and the Resident’s Association will put the information into their next newsletter. The Clerk will advise the Resident’s Association contact of the Water Board’s similar scheme.

vi) To discuss an appeal to ELDC regarding having Theddlethorpe be considered for a community energy scheme: RESOLVED to appeal to ELDC about being a pilot community for this scheme. Additionally, the Clerk will write to National Powergrid about providing free of charge surge protectors to residents given the frequency of power cuts.

 

 

Item 10/25-08 Financial Matters

i) To review and draft Budget Heads for the 2026/27 financial year: these were discussed and a revised draft will be made available for the December meeting.

 

ii) To resolve payments as noted on the Accounts October/November sheet:

Cllr White noted that she was still unable to access the Lloyds account online, so the Clerk will look into that again.

 

Item 10/25-09 Planning Matters

None.

 

Item 10/25-10 Highways / Footpaths / Lighting Matters

i. To consider a response to National Gas regarding potential changes to the DMMO application: The Council RESOLVED to accept the DMMO amendments proposed by National Gas. The meeting was adjourned from 21:04 until 21:07 to respond to queries about the DMMO being for a footpath or bridleway. The Clerk will enquire with LCC regarding that process prior to amending the DMMO application.

 

Item 10/25-11 Parish on-going issues

Recent noise and lighting concerns at the former Gas Terminal were discussed, along with a reply from National Gas when the Clerk queried what was taking place. The National Gas contact will try to ensure we are kept updated going forward. Councillors noted residents were expressing concerns about the Statera pre-application on social media; the Clerk noted that the Council’s reply to the Scoping Request was shared accordingly.
