DRAFT Minutes of the monthly meeting held on Thursday, 04 December 2025 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Parish Councillors present: Cllrs R Aldrich, B Swift, A Spink, M Crookes, D Sear, L White and J Bowers.
Parish Clerk/RFO: Mrs S Bristow
 
Public Forum 
No members of the public were present.
 
District and County Councillors’ Reports 
District Councillor Hesketh noted it was a good year coming to an end and that he had recently seen a presentation from Statera to ELDC councillors and wanted to encourage Council to consider what community benefits we might like to see should this project go ahead. He noted as well that Stain Lane was recently surveyed and that he had forwarded a list of grant opportunities. Finally, he wished all a nice Christmas and prosperous New Year.
 
County Councillor B Robinson noted having been on a recent Ward Walk with a highways officer; they noted many problems and would be prioritising the worst areas. It was noted that the tree near the A1031/Kent Avenue bus shelter is on the cut list so he will chase it up. Finally, he noted that his Christmas event promotion of his ward’s events was now live on social media.

The Chair opened the meeting at 19:44.
 
Item 12/25-02 Apologies and acceptance of absence
Apologies with valid reasons were RESOLVED as accepted for Cllrs Simpson, Beet, and Goodley.
 
Item 12/25-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None
 
Item 12/25-04 To Resolve as Minutes the record of the monthly meeting held on 23 October 2025
The minutes were RESOLVED and signed.
 
Item 12/25-05 Chair’s Report
The Chair gave a brief verbal report thanks Cllr Aldrich for getting the Christmas trees and associated electrics in order and he encouraged all eligible residents to apply to National Power Grid for the £95 inconvenience payment. Finally, he wished all present a pleasant Christmas and New Year.
Item 12/25-06 Clerk’s Report
The Clerk gave a brief oral report and wished all present a lovely Festive season.
 
Item 12/25-07 Parish Councillors’ Reports and Matters Arising
i) To nominate a Councillor to fill the Chairman’s place on the Personnel Committee: tabled to allow those absent to be considered.
ii) To accept a grant award from the UK Shared Prosperity Fund (UKSPF): RESOLVED to accept the £3200 grant for purchase of defibrillators and cabinets.
iii) To resolve expenditure of the UKSPF grant as two additional defibrillators and cabinets: RESOLVED, Turtle Engineering Ltd will again be the supplier.
iv) To resolve siting of the additional defibrillators: RESOLVED that these will be placed on the bus shelters at A1031/Kent Ave and A1031/Station Road junctions.
v) To resolve purchasing solar lighting for the incoming cabinets: RESOLVED to purchase single light units for each new defibrillator installation, at a cost of £18.99 each.
vi) To resolve to accept the External Auditor’s reply on our AGAR for 2024/25: RESOLVED to accept the reply, as was originally sent to councillors on 5th August 2025.
vii) To review and resolve the updated Risk Register: RESOLVED to adopt this update.
 
Item 12/25-08 Financial Matters
i) To finalise Budget Heads for the 2026/27 financial year: RESOLVED as £11525 following an alteration in the expected cost of Christmas Trees in 2026.
ii) To resolve payments as noted on the Accounts Nov/Dec 25 sheet: RESOLVED, including the additional purchased approved in Section 7.
 
 
Item 12/25-09 Planning Matters: None.
 
Item 12/25-10 Highways / Footpaths / Lighting Matters
a) To hear an update from the Clerk on the Crook Bank to FP 253 application: the Clerk gave an update following the amended application submission and conversation with the Rights of Ways officer at Lincolnshire County Council. The meeting was closed from 20:11 to allow Cllr Hesketh and Cllr B Robinson to discuss a need to prioritise this application given the amount of uncertainty surrounding the site. The meeting was reopened at 20:14.
b) To consider the County Council TRO regarding Rotten Row speed limit reduction: the Councillors RESOLVED to support this reduction.
 
Item 12/25-11 Parish on-going issues
a) Gas Terminal Update: Cllr Barker noted that removal of concrete from the site was still ongoing and that he had contacted the public communications person who has been interacting with the Council to ask about the overrunning decommissioning process, as it was meant to conclude in January 2025. He will update Council in due course.
