THEDDLETHORPE PARISH COUNCIL 
 
Minutes of the monthly meeting held on Thursday, 22 May 2025 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Public Forum 
No questions were raised.
 
District and County Councillors’ Reports 
Cllr T Hesketh spoke to recognise the hard work of the former LCC Councillors. He advised the ELD Councillor Grants were now £4000 for the civic year and that his Travis Grants would also be available. He raised several concerns about the LCC Scrutiny report regarding the GDF, particularly the lack of data transparency and the regurgitation of NWS mantra, and urged the PC to take immediate action to ensure the new LCC Leader stands by his promise to withdraw from the process. 
 
Cllr B Robinson introduced himself as the new LCC councillor for Saltfleet & the Cotes and thanked voters for his election. He advised the first full LCC meeting is tomorrow and he expects to be briefed on the scrutiny report. It was noted that the new Exec Board will meet on 3rd June and the GDF withdrawal is on the agenda. He recognised that there is no willing community and assured the audience that the new representatives could be trusted to honour their promises.

The Chair opened the meeting at 19:45 and welcomed two members of the public to the hall.
 
Item 05/25-02 Apologies and acceptance of absence
Absence from LCC Cllr R Robinson was noted.
 
Item 05/25-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011

Item 05/25-04 To Resolve as Minutes the record of the Parish Council meeting held on 27 March 2025
The minutes were RESOLVED and signed.
 
Item 05/25-05 Chair’s Report
The new Chair thanked the previous for her leadership.
 
 
 
Item 05/25-06 Clerk’s Report
The Clerk gave an oral report updating the PC on banking issues, EGL 3 through 5, and noted her upcoming holiday.
 
Item 05/25-07 Parish Councillors’ Reports and Matters Arising
i) To discuss sponsoring planters in the village: RESOLVED to spend up to £60 on plants for Planter 7 in the play area.
ii) To consider costs for planting in existing Parish Council planters: RESOLVED to spend up to £80 on plants for the two 3-tier planters in the village.
iii) To consider maintenance items (bench and bus shelter repairs) and their costs: RESOLVED to spend £183.40 for various repairs and upkeep on village benches and bus shelters. 
iv) To discuss councillor surgeries in the village: Cllr Spink advised that the Residents’ Association would welcome Councillor drop ins being held during their monthly coffee mornings. Cllr Sear will advise if the same is possible at the events hosted by the Village Hall Committee. The Clerk will create publicity once the details are confirmed.
 
Following the conclusion of these agenda items, there were still issues wanting discussion by members. The Clerk advised that these could be open to challenge and strongly advised that none of the discussion involve spending. Firstly, councillors wished to feedback on the recent National Powergrid visit to the village. Several were unimpressed with the visit and expressed grave concerns that their maps stopped at Silver Street, thus discounting Rotten Row. It was also raised that a property on Rotten Row doesn’t exist on NPG maps and the property is still waiting for a tree to be trimmed as it is twisted around a live power line. The Clerk was asked to follow up with her NPG contact regarding the following open concerns:
1. Follow up from resident meetings at the NPG van has not happened.
2. Follow up from an NPG contractor to a resident has not happened.
3. Raise concerns about Rotten Row and the Jagen property missing from their mapping.
The Clerk will copy in LCC Councillors R and B Robinson for their follow up with Highways, and concerned members were advised to report via FixMyStreet and to include photos.
 
Secondly, a village rumour regarding the PC, or a Councillor on behalf of the PC, applying to NWS for funding was rubbished. The member raising the concern was advised to point these types of queries to the Clerk in the future.
 
Finally, the PC wanted to address Cllr Hesketh’s request regarding making urgent contact with the new LCC Leader regarding the GDF. They agreed to have the Clerk write to him, as a matter of urgency, and remind him of our earlier resolution against the GDF and asking him to honour his promises regarding an immediate withdrawal of the siting process that he made in person and on line. The Clerk will draft the letter immediately and take feedback tomorrow. The letter will then be sent via email and recorded post to the LCC Leader and copied to the Executive Board and our local LCC Councillors. The Clerk was advised that the in person assurances occurred on 28 January at the Village Hall and 5 March outside of the ELDC offices. The Clerk has a note of the online statement date and will note it in the letter. 
 
 
 
 
 
Item 05/25-08 Financial Matters
i) To note finalised 2024/25 finances: Noted
ii) To resolve the 2024/25 AGAR for submission: RESOLVED and signed off. The Exercise of Public Rights will take place from 3 June through 14 July 2025.
iii) To resolve payments as noted on the Accounts May 25 sheet: RESOLVED
 
 
Item 05/25-09 Planning Matters
None 
 
Item 05/25-10 Highways / Footpaths / Lighting Matters
i. Status of Applications for new footpaths: the application for the Crook Bank to A1031 via FP 253 has been submitted and the land owners served. The Clerk noted the land owner had asked for an evidence pack, which she is now collecting for submission on 1 June. 
ii. The fallen tree noted in March has now been removed. Cllr Goodley noted that spoil from the dyke clearing has been left on the footpath from Mill Road to Butt Lane. 
 
Item 05/25-11 Parish on-going issues 
i. Gas Terminal Future Use: Cllr Barker advised that there was no CP meeting recently.
