THEDDLETHORPE PARISH COUNCIL 
 
DRAFT Minutes of the monthly meeting held on Thursday, 19 June 2025 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Parish Councillors present: Cllrs R Aldrich, B Swift, A Spink, M Crookes, L White, K Simpson, and J Bowers.

Public Forum 
No questions were raised.
 
District and County Councillors’ Reports 
Cllr R Robinson noted the GDF process was stopped now and the focus has shifted to defeating the Pylons proposal. He noted that farmers were resisting selling up to facilitate these pylons. Cllr B Robinson stated the Carbon Capture scheme (CCS)  was coming for LCC environmental scrutiny in the near future. A member asked the councillors to not be swayed by LCC officers with potential agendas as is thought to have taken place with the previous council.
 
Cllr Hesketh thanked the LCC councillors for getting the GDF withdrawal over the line. A celebration will be held on 19 July to celebrate this. His focus has now shifted to what benefits package the community can expect from the CCS build; he is of the opinion that it will be built but not used. As the Pylons is likely to go ahead, he asked LCC to play their part in getting the best deal for locals. He asked everyone to fill in the NG community benefits form to have their say. 
 
Item 06/25-01   Chair’s Welcome 
The Chair opened the meeting at 19:45 and welcomed one member of the public to the hall.
 
Item 06/25-02 Apologies and acceptance of absence
Absence from D Sear was accepted. A Beet was absent without apologies.
 
Item 06/25-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None
 
Item 06/25-04 To Resolve as Minutes the record of the Parish Council Annual and Monthly meetings held on 22 May 2025
The minutes were RESOLVED and signed.
 
Item 06/25-05 Chair’s Report
The Chair noted LCC has left the GDF siting process and thanked Cllr Hesketh for his support in the GDF withdrawal.
 
 
Item 06/25-06 Clerk’s Report
The Clerk gave an oral report updating the PC on the Defib process and that all was stopped due to delays in responses whilst noting she was trying to get it going again ASAP. Cllr Sean Matthews response to the Council’s GDF withdrawal letter was read aloud. 
 
Item 06/25-07 Parish Councillors’ Reports and Matters Arising
i) To consider a grant to the Village Hall for toilet hire in the amount of £527.92: After discussion the Council RESOLVED to not support this grant. The Clerk was asked to direct the VH contact to third party funding sources.
ii) To receive an update from today’s Grimsby to Walpole pylons Stage 2 Councils webinar: the Clerk gave an oral update.
iii) To appoint a representative, if desired, to attend a Grimsby to Walpole pylons Stage 2 in-person consultation event: it was RESOLVED that Cllr Crookes attend on 28th June as the PC Representative.
iv) To discuss signage cleaning in the village: Cllr Bowers will liaise with the LCC Councillors to facilitate this.
v) To discuss creation/distribution of a Council info sheet and printing/distribution of the Flood Action info sheet received by Council: It was RESOLVED to obtain pricing for printing of both the Flood Action sheet (double sided A4 in colour) and a council info sheet (TCB on details). The Residents Association will be asked to advise costs to deliver these with their bi-monthly newsletter. Details will be submitted for Council review in July.
vi) ADDITIONAL ITEM ADDED 16 JUNE 2025 DUE TO HEALTH AND SAFETY CONCERNS: The bus shelter on the A1031/Stain Lane was condemned by the LCC cleaning team and brought this to the Clerk’s attention. Cllr Crookes, as maintenance liaison, inspected the shelter and contacted builders for quotes. Only one was responsive and an amount up to £1500 was RESOLVED for urgent repairs to be undertaken. Cllr Crookes will liaise with the builder, Affordable Roofing Ltd., to get the works started.

i) To resolve payments as noted on the Accounts June 25 sheet: RESOLVED
 
 
 
Item 06/25-09 Planning Matters
i. S/086/01190/24 Consultation from the Planning Inspectorate on the EIA scoping opinion regarding the DCO for the proposed Grimsby to Walpole project. GRIMSBY TO WALPOLE PROJECT ASSERBY ROAD ASSERBY: The Council RESOLVED to continue their objections to this proposal.
 
Item 06/25-10 Highways / Footpaths / Lighting Matters
i. Status of Applications for new footpaths: public attestations were supplied to National Gas’s property managers on 1 June and the request has been formally acknowledged by LCC albeit with a 5 year wait to have the case reviewed. 
ii. The claim of spoil on the footpath was disputed to the Chair and the footpaths coordinator will check to see if it is still there.
 
Item 06/25-11 Parish on-going issues 
i. Gas Terminal Future Use: Cllr Barker enquired about the planning permissions on the site and that the deadline to return it to agricultural use was January 2025. The LCC councillors will take this up. Cllr Hesketh will be asking ELDC to use the site for a visitor’s centre etc and will advise.
 
Item 06/25-12 To confirm the date of the next Parish Council Meeting as 24 July 2025.
A correction was noted as the next scheduled meeting is on 17 July, which was confirmed.
 
The meeting was adjourned at 20:54.
