Minutes of the monthly meeting held on Thursday, 27 March 2025 at Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

No questions were raised.
District and County Councillors’ Reports
Cllr N Sear advised that Rotten Row to the A1031 is still on the radar for a 30 mph speed limit. She mentioned attending the Flex Gen meeting and that it was regarding generation and battery storage from Theddlethorpe to Strubby Airfield.
Item 03/25-01 Chair’s Welcome
The Chair opened the meeting at 19:32 and welcomed one member of the public to the hall.
Item 03/25-02 Apologies and acceptance of absence
Apologies were accepted from Cllr D Sear. Absence from County Cllr McNally and District Cllr Hesketh were also noted.
Item 03/25-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011

Item 03/25-04 To Resolve as Minutes the record of the Parish Council meeting held on 27 February 2025
The minutes were RESOLVED and signed.
Item 03/25-05 Chair’s Report
The Chair’s gave an oral report highlighting her gratitude for the support she received in her tenure as Chair.

The Clerk gave an oral report.
Item 03/25-07 Parish Councillors’ Reports and Matters Arising
i) To receive an update on the electricity requirements for a future defibrillator: no update
ii) To consider a Council response to Cllr C Leyland’s portrayal of the village in his video message of 12 February 2025: (the meeting was closed from 19:43-19:45 to allow the public to input on this matter) the council RESOLVED to send a letter to Cllr Leyland noting the following: that the gas terminal did not operate without local objections, in fact the original plans were fought against on the 1960’s and that the associated problems (traffic, noise, odours, etc) were widely known to the Parish Council by complaints from the public back into the 1980’s at least.
iii) To consider nominating a Councillor to attend the Lincs County Council meeting in Bilsby on 5 April 2025 regarding the current proposals for our area: Cllr Swift offered to attend the meeting on behalf of the Parish Council.
iv) To consider if it is appropriate to display the LAND information on Parish Council noticeboards: it was decided this was not appropriate.
v) To reconsider meeting dates for the 2025-26 civic year: RESOLVED
vi) To resolve to purchase a VE80 Flag for the village (£25 maximum): RESOLVED
Item 03/25-08 Financial Matters
i) To resolve payments as noted on the Accounts March 25 sheet. RESOLVED,
Item 03/25-09 Planning Matters
None
Item 03/25-10 Highways / Footpaths / Lighting Matters
i. Status of Applications for new footpaths: still ongoing.
ii. A fallen tree was noted as blocking a footpath, it is the landowner’s responsibility to remove it. An update will be sought at the May meeting.
Item 03/25-11 Parish on-going issues
i. Gas Terminal Future Use: Cllr Barker noted the ELDC intention to withdraw from the GDF siting process was due for a decision at the executive board meeting on 2nd April whereas Lincolnshire County Council had chosen to delay their decision until after the 1st May elections. The Planning Inspectorate has pushed their decision deadline from 26th March to 26th June 2025.
Item 03/25-12 To confirm the date of the next Parish Council Meeting as 22 May 2025, and the Annual Parish Meeting as 24 April 2025.
Confirmed.
