THEDDLETHORPE PARISH COUNCIL 
 
DRAFT Minutes of the monthly meeting held on Thursday, 11 May 2023, opened at 19:52
Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

No questions were received in advance or raised on the night.
 
District and County Councillors’ Reports 
 
Cllr N Sear followed up her earlier email about speed limits in the village and encouraged the Council to get the speed data collection going again as soon as possible and to give the data to her; she can then use this as further support for lowering speed limits in the village. She also mentioned there was funding available for footpath improvements. Finally, she reminded all assembled that the NFC dementia bracelets are now available and left a number of leaflets about what is going on in the area.
 
Item 05/23-01   Chair’s Welcome 
 
The Chair welcomed 8 Parishioners to the Village Hall 
 
Item 05/23-02  Apologies and acceptance of absence
 
Apologies were accepted from Cllrs D Sear and H Cox
 
Item 05/23-03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
 
None.
 
 
Item 05/23-04 To Resolve as Minutes the record of the Monthly meetings held on 1 December 2022 and 12 January 2023
 
Both sets of minutes were RESOLVED and signed.
 
 
Item 05/23-05 Clerk’s Report
 
 
The Clerk advised she was concluding her locum role at Ingoldmells Parish Council on 17 May but there was a chance she’d stay on as the RFO for two or so hours per week.  She also noted she would be on holiday 19 May through 4 June. 
 
Item 05/23-06 Parish Councillors’ Reports and Matters Arising
 
 
i) Update on Village plan/survey outline and date setting for focus groups
The Chair and Clerk will collaborate on dates for these groups to take place after having been cancelled in March, the difference between a Village plan and Neighbourhood plan was explained for those present to clear any confusion between the two.
ii) Parish noticeboard repair update
Cllr M Crookes will look at the boards and come back to the council with ideas about how to update them, particularly after the council were given a ballpark cost for new boards to be purchased.
iii) Adoption of Policies: retention scheme, publication scheme, co-option policy
All three policies were RESOLVED to be adopted
iv) Consideration of where to site the BID planters and benches longer term
The council RESOLVED the planters would stay as they are now, as they were planted up and flourishing; one bench would be placed near them. The second bench will be sited on the hardstanding of the old play area behind the Village Hall. 
v) Consideration of the planting of a tree to mark the King’s coronation
The Council RESOLVED that the Clerk will write to the Village Hall committee to offer a tree for them to plant in a suitable location. The Clerk will report back to the Council at the June meeting on their reply.
vi) Adoption of meeting dates for the remainder of 2023/24 
The Council RESOLVED to accept the list of dates circulated by the Clerk (22 June, 27 July, 28 September, 26 October, 30 November, 11 January 2024, 22 February, and 28 March)
 
 
Item 05/23-07 Financial Matters
 
i) Payments made by Standing Orders since January’s meeting:
Monthly wages for Clerk January through April to pay on 28th of each month @ £205.92 per month.
ii) RESOLVED to make Payments according to schedule:
(1) Reimbursement to Clerk total £447.96 
(2) T Taylor Grass Cutting total £400.00
(3) LALC total £378.46
(4) ICO £40.00
 
Item 05/23-08 Planning Matters
 
N/180/00719/23 | Planning Permission - Change of use of land for the siting of 2no. glamping pitches. | THE GRANGE, MABLETHORPE ROAD, THEDDLETHORPE, MABLETHORPE, LN12 1NN
 
It was proposed and seconded to object based on the lack of pavements outside the gate noted in the plans, this proposal was LOST. The council then RESOLVED to return no comment on the application.
 
Item 05/23-09 Highways / Footpaths / Lighting Matters
 
• The Chair reminded those assembled to use Fix My Street and that an app was now available to facilitate reporting issues.
 
 
Item 05/23-10 Parish on-going issues 
 
Litter Club – the council agreed that this issue should be devolved to the villagers and that the PC can lend the necessary equipment to those interested. The Clerk will publicise this. 
 
Gas Terminal Future Use – the council RESOVLED to establish a formal relationship with the current Community Partnership representative for our Parish Ward, the Clerk will draft a letter with the Chair in due course.
 
 
Item 05/23-11 To resolve the date of the next Parish Council Meeting as 22 June 2023
 
Resolution unneeded as the dates of the future meetings was resolved earlier on.
