Minutes of the monthly meeting held on Thursday, 12 January 2023, 19:35
Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Public Forum
Questions received in advance by the clerk:
1. Does Theddlethorpe have a war memorial? No, outside of the photo board in the village hall.
2. The BT phone box on the Wong is owned by whom? It was adopted in 2015 by a national charity who fit defibrillators. The clerk has contacted the charity regarding the derelict state of the kiosk and am awaiting their reply. She shall keep on this and keep the PC updated.
3. Could the PC clarify the actual size of the above ground site for the proposed GDF. NWS literature quotes an area of 1km/sq. Is this above or below ground? As the PC do not own this property, the requestor needs to contact National Grid as they own the site. As for NWS claims, these need to be taken up with NWS.
Given the end of the public forum, the Chair opened the Parish Council meeting at 19:50.
Item 13/23-01 Chair’s Welcome
The Chair welcomed 3 Parishioners to the Village Hall
Item 13/23-02 District and County Councillors’ Reports
Cllr N Sear discussed current Highways support in the area for repairs and that she and the Chair were meeting Highways and Theddlethorpe Academy on Tuesday 17th January to discuss improvements put forward by Highways as part of the PC’s Road Safety plans.
Item 13/23-03 Apologies and acceptance of absence
Resolved to accept the apologies for absence Cllr C Lister. The apologies of District Cllr S Harrison and County Councillor D McNally were also noted.
Cllr G Foister confirmed he would not be attending the next 2 Parish Council Meetings.
Item 13/23-04 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None.
Item 13/23-05 To Resolve as Minutes the record of the Monthly meeting held on 1st December 2022
Item 12/22/12 amendment required to wording.
Resolved, with the correction of Item 12/22-12 last paragraph to read “received information that this was a “meet & greet”.
Item 13/23-07 Chair’s Report
i) Cllrs informed of email received from 1 person (unsigned) showing appreciation for the Community Support Directory produced by the Chair but criticised the Parish Council & inferred criticism of the chair for the accompanying newsletter updating Parishioners on the current project position of the Theddlethorpe site.
ii) Chair has been contacted to provide contact details for BBC Radio Lincs & Politics Look North
iii) Promoted & discussion took place on the “Let’s Talk Lincolnshire Survey”. After taking the survey it was noted that the feel of the Public questions were dumbing down to the audience and the way the data it was trying to achieve was disappointing.
iv) A letter was read out, sent by the Chair to the Grant Shapps & cc’d to Victoria Aitkin with regard to Offshore C02 projects, lack of community funding and concerns over the management and environmental oversite of the quality of material that could be put down a pipeline & then stored underground. No reply has been received as of yet from with either MP.
v) An overview of the online Viking CCS pipeline project webinar was given.
vi) Chair confirmed the Christmas & winter meal provisions that had be undertaken by the Charity of Mrs Elizabeth Rook
Item 13/23-07 Clerk’s Report
Report read out as received.
i) NJC new payment award gratefully received.
ii) More requests received requesting information on family individuals and history in the area, if anyone has any knowledge then please let the Clerk know. Cllr Simpson family has loads of boxes of history & pictures collected by her late mother and will review. Tom Hayes (retired farmer from Theddlethorpe) now living in Louth used to give talks on the history of the area and had lots of knowledge and photographs.
iii) Clerk has undertaken a temporary clerks role in Ingoldmells from the end of January to March approximately 15 hours a week.
iv) Support requested for the clerk to organise her ILCA training and that the PC would pay for it – resolved as approved. The clerk can pay it herself and claim it back or provide an Invoice for direct payment.
Item 13/23-08 Parish Councillors’ Reports and Matters Arising
i) Village plan/survey- discussion resolved the following:
• Open Parish meetings (1 or 2) to undertake workshop style facilitated discussion on what Parishioners wanted to improve in the area.
• Open drop-in surgery undertaken by Cllr Simpson on a weekend for individual face to face discussion
• Post box inside the village hall with forms for people to fill in , sign 7 name themselves with a contact (for further clarification if needed) to enable all users of the Village hall to promote the formation of a new Village Plan.
• A Parish post questionnaire to be sent to all residents on the electoral role.
• It was resolved that a review of all received information take place and a realistic success screening process be undertaken and that the plan should be reviewed at every 3 years.
ii) Parish Noticeboard Update- Cllr K Simpson identified the Menshed in Mablethorpe as a potential source of labour. Chair stated he would go & discuss with them, but the two notice boards really needed a magnetic board inside as the pin board was difficult to use now. The damaged notice board identified by a member of the public to replace does not belong to the Parish Council and is owned by the committee the MOP is part of.
iii) Budgeting Considerations for 2023-2024- Cllrs resolved the following:
• Option A on the County Council Tax consideration letter.
• Parish Precept to be kept at £9504 due to the current financial crisis.
Item 13/23-09 Financial Matters
i) Payments made by Standing Orders since October’s meeting:
(1) 28 Dec 22 Clerk – December Wages & NJC award back pay of £365.92.
(2) 28 Dec 22 Mr A Taylor – November grass cut £90.
ii) Payments made by Finance Committee resolution since October’s meeting:
(1) 28th Dec Cllr C Richardson - Christmas Tree lights PAT test £25
(2) A standing order has been set up to pay the Clerk until the end of May following the Parish Election to ensure financial continuity.
Councillors resolved the following.
iii) Village hall Committee awarded £2000 for 2023 village green maintenance.
iv) Theddlethorpe St Helens Church PCC awarded £400 for the upkeep of the Cemetery until the future of the Church is known.
v) For Cllr G Foister and Cllr N Barker to become signatories on the bank account.
Item 13/23-10 Planning Matters
N/180/01874/22 – Permission noted for extensions to existing dwelling to provide additional living accommodation and installation of stand-alone solar equipment in garden. LOCATION: HIGHGATE HOUSE, HIGHGATE, THEDDLETHORPE, MABLETHORPE, LN12 1PR.
Item 13/23-11 Highways / Footpaths / Lighting Matters
• Cllr N Barker reported that outside St Helens church a manhole cover was about 1” lifted to one side and someone should move it back into position.
• Cllr K Simpson reported road problems near the old pump house, the Chair confirmed that this was not in our boundaries but would look to submit pictures & report via Fix my Street.
• Chair confirmed reporting a fallen tree onto communication cables Christmas day & then gave updates every 2 days as the tree was about to fall & block the A1031 highway. No support was given and after the tree had blocked the highway local residents had redirected traffic, removed the tree and cleared it all away. Following its removal the Chair closed the report, but it was opened after this by County and then insertions put in that it was being investigated further etc. It was subsequently closed again by the Chair with a statement of concern how anyone can reopen a report, post closure make out that it was being dealt with by an authority, who had no input over the Christmas & new year.
Item 13/23-12 Parish on-going issues
o Litter Club - new date to be published from March onwards.
o Gas Terminal Future Use the Chair noted webinar attendance and gave an overview on the project update.
Item 13/23-13 To resolve the date of the next Parish Council Meeting as 23rd February 2023
Resolved.
The meeting was closed at 20:55 to the public being no other public business, and a closed meeting for Councillors was undertaken.
• The Chair had received a resignation from Cllr C Lister and read it aloud. The full content of the letter was discussed in detail and Councillors expressed their gratitude for the dedication and support given over many years by Cllr C Lister. Her contribution will be sadly missed.
• A discussion and a list of disturbing issues were discussed of the negative tactics, and issues used against the chair and the Parish Council over the last 18 months to bring all Councillors (new & old) up to date.
