 Minutes of the monthly meeting held on Thursday, 27 October 2022, 19:30
Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints. 
 
Chair of the Council: Cllr C Richardson, Vice-Chair: Cllr B Lister
Parish Councillors present: Cllr G Foister, Cllr N Barker, Cllr K Simpson, Cllr C Lister
Parish Councillors absent: Cllrs D Sear and J Sheppard

Public Forum
 
A Parishioner had emailed the clerk in advance but was present at the meeting to express her displeasure at the Chair’s report minuted for July 2022. She felt that there was no lack of transparency and that the description of an email she’d sent as derogatory and untrue was itself incorrect. The Chair and the Clerk explained the reasons for these views given the differences between emails sent to District and County Councillors and those send to Parish Councillors. The Parishioner clarified her position accordingly. The parishioner also spoke about the Rook Charity and was reminded that it is not a Parish Council function.
 
Given the end of the public forum, the Chair opened the Parish Council meeting at 19:50.
 
Item 10/22-01   Chair’s Welcome 
 
The Chair welcomed 11 Parishioners to the Village Hall, all recognised as Theddlethorpe residents. 
 
Item 10/22-02 District and County Councillors’ Reports 
 
Cllr N Sear passed around a poster regarding a new scheme to support the safety of those with dementia and Alzheimer’s by way of an ID bracelet. The Clerk will publicise the scheme. Noted that LCC were sponsoring after school activities and cooking classes in the Village Hall after new year, as part of a Warm Spaces initiative. Cllr D McNally noted that highways projects may be in jeopardy due to rising costs of materials and that Bird Flu has been confirmed in three East Lindsey towns. Additionally, he noted the Coastal Path from Mablethorpe to the Humber Bridge was approved by the Secretary of State. Cllr S Harrison stated that LCC has taken over street lighting responsibilities from ELDC and discussed a “Strong Voices” initiative between the Police and young people.
 
 
Item 10/22-03 Apologies and acceptance of absence
 
Resolved to accept the apologies of Cllr D Sear for absence.

Item 10/22-06 Chair’s Report  
 
LALC have an open link on their webpage with information about Cost of Living support; clerk to publicise this information. Noted £475,000 is available in Orsted Community Fund grants and Cllr Harrison reminded all that LCVS are available to support grant request writing. Stated that the PC met to review the Community Partnership Agreement for the GDF Proposal and it was resolved to support it. It was also agreed that, should Theddlethorpe take a seat on the Community Partnership that the Chair would be the representative. The first meeting of the Partnership will be held in late November with the Chair from Withern with Stain as the representative for the Ward.
 
 
Item 10/22-07 Clerk’s Report
 
i) Final approval of Standing Orders- Resolved to accept the Standing orders including the two new points in Part C.
ii) Anglian Water proposed reservoir will be in the Boston area
iii) National Grid public presentation at next PC Meeting (7pm start suggested)- Clerk will present slides if the Rep is unable to join us as planned
iv) Budgeting considerations for 2023-2024- bring them to the next PC meeting so that precept can be set and ready for January submission
 
Item 10/22-08 Parish Councillors’ Reports and Matters Arising
 
i) BID benches and planters- received 2 of each, final location for siting is being settled
ii) Village plan/survey- no update

Noted we are halfway through the financial year and half the budget has been spent.
i) HMRC Vat Refund received in August for £789.78
ii) Payments made by Finance Committee Resolution since July’s meeting:

Item 10/22-10 Planning Matters
 
None.
 
 
Item 10/22-11 Highways / Footpaths / Lighting Matters
 
Now through 09/12/22: Reconstruction of carriageway, verge excavation and ironwork replacement. Road closure Order - A1031 (Between 200m Northeast & 1500m Southeast of Church Lane, Saltfleetby All Saints), Cloves Bridge South (Between A1031 & a point 50m North), The Barracks (Between A1031 & a point 80m East).
 
 
Item 10/22-12 Parish on-going issues 
 
o Litter Club will restart on the 1st Sunday in November, 10:00am start, meeting at the Village Hall
 
o Gas Terminal Future Use National Grid letter regarding dismantling portions of the Gas Terminal. NG Rep will be asked to come and address the PC Meeting on 1st December. The Clerk will collate a list of Parishioner questions to pose to the rep.
