Minutes of the monthly meeting held on Thursday, 26th May 2022, 7.30pm

Item 05/22-01   Chair’s Welcome 

The Chair welcomed 5 members of the public (MOPs) to the Village Hall, all recognised as Theddlethorpe residents. 

 

Item 05/22-02   Public Forum 

The Chair opened the Public Forum at 19:32 hrs.

 

No questions were received in advance by the Clerk.

 

The Chair closed the public forum at 19:33 hrs.

 

Item 05/22-03 Apologies & acceptance of absence 

None

 

Item 05/22-04 Police Matters 

No representatives from the Local Neighbourhood Policing Team were present.

 

Item 05/22-05 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011 

None.

 

Item 05/22-06 Approval of Minutes from the Meeting held on 28th April 2022. 

Minutes were approved by Cllr C Lister and seconded by Cllr K Simpson; they were signed by the Chair.

 

Item 05/22-07 District & County Councillor Reports 

District Cllr S Harrison: An overview was given with regard to a Chapelgate support initiative that was being set up to provide support for carers, who are often forgotten about yet fulfil an important role in care.

 

NHS Consultation underway online & everyone should take part in the short survey to ensure that the correct support is put in place in this area. Read out information of further mental health provision and support that could be accessed, with a request for the information to be shared on the PC website.

 

https://lincolnshirevolunteering.org.uk/find-funding/ is a new website built to help the volunteering sector access what funding might be available for projects within your communities.

 

County Cllr N Sear: Highways meeting with Cllr R Davey scheduled next week to look at roads, footpaths, trees & predominantly the speeding on Mill Road by the Theddlethorpe Academy.

 

A new Nightlight Café is being set up at the old Barclays Bank in Mablethorpe following several successfully set up around Lincolnshire. The Night Light Café concept is manned by trained voluntary teams supported by Lincolnshire NHS providing face to face help for people who are struggling in an evening when mental health support is less available. Cllr K Simpson raised a concern as to the depth & quality of training provided to the Volunteers and stressed that sometimes incorrect help can be more devastating. Cllr N Sear stated that 4 people have put themselves forward including Theddlethorpe PC Chair, but 4 more people are required to fill the 8 training slots required.

 

Leaflets from the Greater Lincolnshire Move “Level Up” project which is starting at the Coast Community Centre in Mablethorpe from the June 8th @ 12:30 – 2pm scheduled for 30 weeks. This program is offering free support for people in a number of areas including budgeting, confidence building, employability etc. Please promote & drop in, we have some good ideas including pop up cooking classes to highlight what food can easily be prepared from basic ingredients. Cllr K Simpson stated that Fiona Lucas at Lincolnshire Cookery Schools may be helpful as she also has experience in this area.

 

Item 05/22-08   Chairman’s Report  

The chair informed councillors of the Clerk’s success in being awarded the Clerk’s role for Skidbrooke & Saltfleet Parish Council (S&SPC) as Clerk. Following discussions with the S&S Chair an agreement was suggested in the resource expenditure moving forward, namely Theddlethorpe PC retained full ownership of the new Laptop allowing it be used for S&SPC work (circa £750) with output save separately in different locations, S&SPC would pick up the future Windows 365, Cloud & antivirus software costs (circa £110 a year), next year’s training costs and training expenses would be equally split, annual printing costs would be split equally with only the excessive prints being paid for by whichever council exceeded their allocation. This was agreed by Cllr’s as reasonable.

 

An overview was given by the chair of an idea to renovate the old Tennis Court at the village hall with the help of Lincolnshire Highways main contractors. A request for help to set up a working party with the contractors was requested should the project will be accepted. The LCC highways initiative is for each company to provide community support for a number of days every year and forms part of their contract with County.

 

The main voting statistics from the GDF questionnaire had been given to the Working Group members and awaits the analysis of the rest of the information.

 

Item 05/22-09 Clerks Report

A summary of items provided to the Chair was read out.

 

The Cloud Next Invoice was questioned with regard to the cost (£132) to host a website that wouldn’t be actually hosting anything seemed high. Was there a reason for this cost or could it be provided cheaper elsewhere – it was noted as being approved last month. Checks to be carried out with regard to value for money. The Clerk to report back to the PC at the next meeting the reasoning behind the decision & company selected.

 

Review of tabled policies were noted, but it was difficult to understand as why some had been selected, without the Clerk present. Financial Policy needs a little tweak. It was confirmed that next month’s meeting would be used as the final approval vote, following more information.

Item 05/22-10 Parish Councillor Matters to be Raised 

None.

 

Item 05/22-11 Financial Matters 

Chair reviewed the financial statement & payments to be processed. He discussed the Clerk’s wish to use the overtime generated by the training & GDF questionnaire as lieu time, in support of her extended holidays. He presented the additional financial implications.

Discussion on additional expenditure of historic invoices received from Theddlethorpe Village Hall took place covering 2019 & over COVID period when the Village Hall was closed £600. It was unanimously supported to pay back rent arrears over this period in support of the Village Hall.

Emergency Payments

Chair explained that the bank had rejected the clawback process from ELDC or their agents with regards to the previously agreed precept overpayment of £496.00 being automatically clawed back. Following several inaccurate banking letters & direct discussions with PSPL the RFO & Vice Chair agreed to pay the £496 directly to ELDC to save further wasted time on this issue and concern for all involved.

 

National Savings & Insurance Account update given by the Chair in that he had sent off further information in the attempt to gain access back or at least get acknowledgement that the account does indeed exist. But many of the questions couldn’t be answered and it is unknown how much support NS&I would be able or prepared to give the Parish Council on this matter.

 

Item 05/22-12 COVID Community Recovery

The Chair gave an overview of the Jubilee weekend activities planned and gave credit to the work currently displayed on the wall of the Village Hall from the Children at Theddlethorpe Academy school. The schools Jubilee activities day was tomorrow. He thanked the hard work of the Jubilee committee and looked forward to everyone enjoying the weekend.

 

An overview was given on Guiding Sparks Circus who entertain children at Schools, Parties & Events by the Chair. The Chair posed a question whether or not they thought a summer holiday Children’s program would be deemed beneficial? Ideas such as a Circus Day, Craft Day, Theatre Day, wildlife pond dipping Day etc – 1 day or afternoon a week. Consideration needed on whether the Village Hall committee would support the thought, Volunteers needed to help supervise, were there enough children in the village, financial support etc. The idea was generally supported subject the above being rectified. Chair suggested he talks to the school, Cllr N Sear talks to the Village Hall committee.

Noting new raised, but previous items identified for discussion with Cllr R Davey.

 

Item 05/22-15 Road Safety

Data produced on speed locations:

Point 5 (21/3 – 8/4) – 2926 vehicles a day on A1031 / 33% speeding above 40mph

Point 6 (9/4 – 26/4) – 2472 vehicles a day on A1031 near Kent Avenue junction / 5% speeding above 50mph

Point 9 (1/5 – 16/5) – 1320 vehicles a day on A1031 near bus shelter / 10% speeding above 40mph

 

Radar is currently set up at point 8 near St Helens Church & then will move to point 7 & 10. This will give information in / out & then through the village on all roads.

 

Item 05/22-16 Parish on-going issues & general maintenance

o Millennium Stone – no update

o Litter Club – picture shown on all rubbish collected with thanks to the Listers & 3 new members of the public for helping the Chair in the collection. New dates to be set for the 2nd week in June.

Environment Agency stakeholder update reviewed.

 

Item 05/22-18 Parish Correspondence (Parish Post / Website / other correspondences)

Jubilee grants letter reviewed, Chair suggested he give a copy to Jubilee committee to see if further funds could be accessed to further support the Charity of Mrs Elizabeth Rook, local Business’ donations and money raised.

Item 05/22-19 Next Parish Council Meeting and PC AGM 

June’s Parish Council meeting will be on 23 June and July’s will be on 28 July. There will be no Parish Council meeting in August.

 

There being no other business, the meeting closed at 20:48 hrs.
