Minutes of the monthly meeting held on Thursday, 28th April 2022, 7.30pm

Theddlethorpe Village Hall, Silver Street, Theddlethorpe All Saints.

Item 04/22-01   Chairman’s Welcome 

 

The Chairman welcomed 12 members of the public (MOPs) to the Village Hall, all recognised as Theddlethorpe residents. 

 

Item 04/22-02   Public Forum 

 

The Chairman opened the Public Forum at 19:35 hrs.

 

No questions were received in advance by the Clerk. An MOP asked that hard copy agendas be provided in the future as the projected version is too small to read, agreed 6 copies will be brought to future meetings.

 

The Chairman closed the public forum at 19:37 hrs.

Item 04/22-04 Police Matters 

 

No representatives from the Local Neighbourhood Policing Team were present. 

 

Item 04/22-05 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011 

None.

 

Item 04/22-06 Approval of Minutes from the Meetings held on 27th January 2022 and 24th March 2022. 

 

Minutes from January were approved in March (Item 03/22-06) and signed by the Chairman. March minutes were approved by Cllr C Lister and seconded by Cllr G Foister; they were signed by the Chairman and returned to the clerk.

 

Item 04/22-07 District & County Councillor Reports 

 

County Cllr N Sear: Handed out County Views cards to the MOPs and encouraged them to sign up to the scheme to have their voices heard on County matters.

 

County Cllr D McNally noted planning permission had been submitted for a new children’s home in Louth and that the county was having a recruitment drive for social care jobs. He noted Lucy the Dragon was still on at Lincoln castle and the Wolds Outdoor Festival would run from 30 April until 5 June. The county sustainable warmth programme was now focussed on heating oil run homes and he will forward details of this to the Clerk for publicity.

Item 04/22-09 Clerks Report 

 

Summised the last month’s actions: GDF questionnaire, clerk training, and professional email concerns. Presented Cloud Next as a paid option to ensure professionalism in email presentation. Costs for this are £105 pa + VAT (£110+ VAT biannually for the domain and £49.99+ VAT pa for the mailboxes). Costs approved by Cllr K Simpson, seconded by Cllr G Foister.

 

Item 04/22-10 Parish Councillor Matters to be Raised 

 

Cllr K Simpson enquired about the Prince’s Countryside trust grants and will forward information to the council to review and consider.

 

Cllr N Barker (via the clerk) asked if a standing agenda point could be added for the Theddlethorpe Village Residents Association. It was discussed and decided this was unnecessary as the meeting agenda already includes a standing point for reports from outside bodies; the public forum could also be used for this communication.

 

Chairman added St Helen’s yard to the consideration list for the grass cutting tender. The point was made that sections of the tender could be responded to separately if vendors only wanted a portion of the work. Councillors were reminded to communicate their lists of areas to include on the tender on or before the May PC meeting.

 

Item 04/22-11 Financial Matters 

 

Chairman reviewed the AGAR figures with the council and MOPs, explaining the process of submission and approval, noting Jenny Cooper will be utilised as Internal Auditor.

Precept overpayment of £496.00 was agreed to be clawed back to avoid potential duplication of payments. 

 

Advance approval was made for the £577.00 invoice expected imminently for the franking of the GDF questionnaires by Cllr B Lister and seconded by Cllr G Foister. It was noted that, excluding the Clerk’s time, the questionnaire had cost £1265.70.

 

Item 04/22-12 COVID Community Recovery

 

Jubilee weekend activities are planned and being published, the committee chair will forward details to the clerk for publicising. The school are planning their Jubilee activities for Friday 27 May.

 

 

Item 04/22-13 Planning Matters:

Application N/180/00557/22 Planning Permission - Erection of a detached single garage.

VILLA MON REE, SALTFLEET ROAD, THEDDLETHORPE, MABLETHORPE, LN12 1NS

Approved by the PC.

 

Application N/180.00641/22 Consultation on Scoping – V Net Zero Pipeline.

GAS TERMINAL, MABLETHORPE ROAD, THEDDLETHORPE, MABLETHORPE, LN12 1NQ Environmental Impact Assessment (E.E.C. Directive 85/337/E.E.C. as amended by Council Directive 97/11E.C.) for a scoping opinion with respect to the V-Net Zero Pipeline. 

Chairman responded on behalf of the PC and encouraged all to attend the V-Net Zero open day on 4 May at the Village Hall to make their own enquiries.

 

N/180/00736/22 | Determination of prior approval for proposed single storey extension to provide additional living accommodation 

THE BUNGALOW (SMITH), SALTFLEET ROAD, THEDDLETHORPE, MABLETHORPE, LN12 1NS

As this is for determination, a council opinion is not made. Given the lack of detail on the planning application documents, additional investigation will be undertaken by the Chairman.

 

 

Item 04/22-14 Highways / Footpaths / Lighting Matters

 

Chairman reported stray- assumably redundant GPO- cables striking vehicles on Mill Road earlier in the week; now secured and will be reported. 

 

He raised the concern that the footpath along the A1031 outside St Helen’s Church was impassable due to its poor state of repair and was adding to public risk. It was discussed with Cllr McNally about getting the village’s footpaths onto a county highways programme of refurbishment. Cllr N Sear had shown this section to her highways executive contact and is chasing up progress. Another visit is expected from the highways executive and Chairman will point out this area again.

 

Concerns were raised by an MOP regarding the overgrown footpath between the school and Handpuddle Hole Bridge as it is not able to accommodate a pushchair at present. Cllr K Simpson added concerns about flytipped articles which the clerk will report to ELDC. Specifically, a mattress on Brance Lane and bin bags in the dyke off Highgate.

 

 

Item 04/22-15 Road Safety

 

No data was available. Chairman advised the camera is currently on the A1031 near Stain Lane junction and has been observing a 15% speeding rate. It will move to Stain and Kent Lanes in May and return to the A1031 afterwards. Statistical data will be available at the May meeting.

 

Item 04/22-16 Parish on-going issues & general maintenance

 

o Millennium Stone – no update

o Litter Club – first date will be 15 May at 10:00 hrs start, Clerk to publicise.

o Information Boards – Clerk presented pricing from a Somerset-based vendor to replace boards. Cllr K Simpson to contact a local trader to quote both refurbishing and replacing the existing boards. 

o Gas Terminal Future Use – Chairman presented information from the Environmental Impact Assessment (EIA) for the V-Net Zero proposal and encouraged villagers to attend the open day on 4 May. 

 

Item 04/22-17 Reports from Outside Bodies 

Environment Agency April report was received and briefed to the council.

 

 

Item 04/22-18 Parish Correspondence (Parish Post / Website / other correspondences)

 

Clerk noted the Website was in the process of being updated but that the most important sections had been completed.

 

Item 04/22-19 Next Parish Council Meeting and PC AGM 

 

The Annual Parish Meeting will be held on Thursday 19 May in the Village Hall, Silver Street, at a time to be publicised nearer the date.

 

The next Parish Council and Annual General meeting will be held in the Village Hall, Silver Street on 26th May at 7:30pm.

 

June’s Parish Council meeting will be on 23 June and July’s will be on 28 July. There will be no Parish Council meeting in August.
