February 2020 Approved Minutes

Minutes of the monthly meeting held on Thursday, 27th February 2020, 7.30pm in the Village Hall.

Chairman: Cllr Carl Richardson, Vice-Chairman: Cllr Barbara Lister, Cllr Charlie Lister, Cllr Patricia Brown, Cllr Julie Sheppard, Cllr David Sear.

Item 02/20-01   Chairman’s Welcome

The Chairman welcomed everyone present.

Item 02/20-02   Public Forum

None. The Public Forum closed at 7.31pm.

Item 02/20-03   Apologies and Acceptance of Absence

Apologies had been received and accepted from County Cllr Mr Daniel McNally.

Item 02/20-04   Police Matters

No representatives from the Local Neighbourhood Policing Team were in attendance.

Item 02/20-05   Declarations of Pecuniary Interest from members in accordance with Localism Act 2011 

None.

Item 02/20-06   Approval of Minutes from the Meeting held on 27th February 2020.

Item 02/20-07 District & County Councillor Reports

County Councillor GC reported that the County Council budget 2021 had been agreed & confirmed the ward walk with the Chairman had been agreed for 2pm 30th March to look over the roads and any areas of concern.

District Cllr SH that there will be an ELDC budget meeting and final review of the potential ELDC move to Horncastle in March. The Chairman suggested that it was the public’s understanding that the move had already been approved. District Cllr SH stated that land surveys and other items needed completing first as part of a due diligence process.

The chairman asked if official email addresses could be provided to Parish Councils for Clerks to use instead of self-registered and up systems. County Cllr GC suggested the Parish Council contact Steve Fletcher who would know.

Item 02/20-08   Chairman’s Report 

The Chairman reported that he’d been able to arrange a private family’s visit from Canada to All Saints Church with Tom Heys and our thanks to Tom for his commitment.

Correspondence had been received from ACCOM Ltd representing Angus Energy with regards to a future planning application. It is the understanding that Angus Energy purchased the Wingas onshore gas sites locally.

An invitation to attend the Mablethorpe & Sutton Mayors civic service on the 29th March had been received. Unfortunately, the Chairman has had to decline the invitation, but gave his thanks.

The Chairman reported that applications had been received for the vacant Parish Clerk position and during March interviews would be set up which would be undertaken by the Chairman & Vice Chair. Guidance & information received from LALC will be used to form the basis of the interviews.

Item 02/20-09   Community Plan

The Vice-Chairman reported that following a review of information in the boxes given to the Parish Council following the resignation of the previous Parish Clerk, that the USB device which contained all the information is not present. Therefore, would the Chairman contact Natalie Fenner to secure the information. The Chairman confirmed the intention to do so.

Item 02/20-10 Parish Councillor Matters to be Raised / Reports

An update was requested by Cllr PB on the siting of the caravan at Olecote, Saltfleet road. The Chairman reported that an email had been sent to the planning department at ELDC and a reply stating that an officer would look into the matter. No Further correspondence had been received.

Following an email query by Cllr DS with regard to Theddlethorpe PC had not responded to a question from the ELDC Planning Office on the future provision of hard or electronic information from their office, the Chairman confirmed that he had contacted the planning office and requested hard copy information to be sent to his address at this time.

The Chairman discussed with Cllrs their views on whether the Parish Council should purchase and install a projector & associated equipment needed to carry out council business. The installation would also have to be agreed with the Theddlethorpe Village Hall Committee. It was agreed that the future is becoming more electronic and over the next year we should look into updating equipment.

Item 02/20-11 Matters arising from the Correspondence File

None.

Item 02/20-12 Clerk’s Report 

With no Clerk in position the Chairman confirmed the contents of the February correspondence folder.

Item 02/20-13 Financial Matters

The Financial Responsible Officer (RFO) position is temporarily being covered by the Chairman.

Approval of January 2020 Expenditure:

  • C Richardson – Stationary - £11.00
  • LALC Annual Subscription - £232.64
  • Theddlethorpe St Helens PCC donation – £400

Expenditure proposed for approval Cllr JS, seconded Cllr PB.

Item 02/20-14 Planning Matters:

No new applications were noted on the planning portal.

With the resignation of the Parish Clerk the status and applications will be reviewed by sub-committee post this meeting and any comments will be sent to ELDC planning Officer.

Item 02/20-15 Highway / Footpath / Lighting Matters

Parish Council would like an update from highways and County Councillors on timeline for road & resurfacing repair on Three Bridge Lane & on the B1200 Mar Dyke E as continued vehicle damage is now commonplace.

Receipt of completion of works to post and rail fencing at the corner of rotten row & Mile Lane noted.

Item 02/20-16 Road Safety

None – Suggested Speed Calming measures to be addressed by County Councillor Mr D. McNally at next meeting and at the Parish ward walk on the 30th March.

Item 02/20-17 Village General Maintenance Works

  • Village Signs – Final sign to be installed on A1031 soon.
  • Millennium Stone – Reciting of Stone to be carried out in the spring.
  • Information Boards – No further progress.
  • Litter Club – Due to the increased workload on the Chairman following the resignation of the Clerk, the litter pick has not taken place in February & may not restart until a Clerk is in position, unless the community wish to organise their own.

Item 02/20-18 Reports from Outside Bodies

Cllr CL asked if a discussion be held with John Cowell on the possibility of the Parish Council sending John information and then he adding it to the Village Hall Monkey chimp newsletter. Cllrs thought this was a good idea to pursue.

Item 02/20-19 To Resolve the Date of the next Monthly Parish Council Meeting 

The Chairman requested that the next meeting be held 1 week earlier than normal due to his absence. This was agreed by all. The monthly Parish Council Meeting will be held on Thursday 19th March 2020 commencing at 7:30pm with the Public Forum. The meeting will be held in the Dilys Jones Room within the Village Hall, Silver Street, Theddlethorpe.
